Skills and Experience:
Required: 18 years of experience w/degree
- Bachelors or Master’s degree or higher in Computer Engineering or in a related hard science STEM field such as engineering, physics, mathematics, operations research, Information Technology, Management Information Systems, Geographic Information Systems (Geographic Information Systems), or Geodetic Sciences. A degree in Systems Engineering, Project Management, or similar non-technical field does not satisfy this requirement.
- Expert-level demonstrated experience with the systems engineering lifecycle.
- Expert-level demonstrated experience in government or industry in relevant work areas including: Enterprise Architecture, Solution Architecture, Data Architecture, Department of Defense Architecture Framework (DoDAF), or Intelligence Community’s (IC) Program Architecture Guidance (PAG).
- Expert-level demonstrated experience with GIS implementations to illustrate competency in this area. Examples may include implementations for other national security customers, state and/or local municipalities, or other industry applications in which GIS is a critical component.
Desired:
- Doctorate degree in Systems Engineering or in a related hard science STEM field such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, or Management Information Systems.
- Expert-level demonstrated experience with CUSTOMER organization GEOINT production.
- Ten years of demonstrated experience with MBSE processes, tools and languages.
- Expert-level demonstrated experience with the CUSTOMER and IC MISSION PARTNER enterprises.
- Certified in Software Development Framework, Enterprise Architecture, or INCOSE Expert System Engineering Professional (ESEP).
- Ten years of demonstrated experience with Cloud-based technologies, structured and unstructured Big Data, as well as AAA technologies.
Job Description:
Expert Systems Architects assist in leading the design and development of solutions for complex applications problems, API design, data services, platform services, cloud services and infrastructure services to meet user requirements and align to strategic goals and the Enterprise Architecture.
Duties include:
- Plan the system design, system administration, and oversee development of CUSTOMER organization GEOINT systems which are largely enterprise Geographic Information Systems.
- Advise in the management and direction of services to develop, install, configure, integrate, and maintain a common GIS platform for Foundation GEOINT production.
- Provide guidance on architecture design to ensure enterprise implementation.
- Administer all present engineering processes and provide architectural support to software development efforts.
- Ensure scalable solutions for cloud implementation.
- Provide high level architecture design documentation.
- Prepare efficient designs/DoDAF views with options to management.
- Identify industry and CUSTOMER organization standards and create IPF unique standards for open architecture, service centric architecture, service-oriented architecture, and cloud architecture for inclusion in IPF RFPs, existing contracts, and government development efforts.
- Provide engineering evaluations of development utilities and components.
- Convert project specifications and procedures to detailed logical flow charts.
- Interface with customers to identify needs and evaluate alternative business solutions.
- Perform the full lifecycle of engineering support including but not limited to requirements engineering, solutions engineering, scheduling, reliability analysis, resiliency analysis, development, integration, test and evaluation, maintainability analysis, and decommissioning.
- Provide engineering support for requirements across the NSG and ASG.
- Lead the planning, documenting, analysis, and traceability of user requirements and architectures.
- Conduct Analysis of Alternatives (AoA), Trade Studies, and Engineering Assessments.
- Assist the Government in strategic technical planning, project management, performance engineering, risk management, and interface design.
- Support RFP development and generate engineering documentation for RFPs.
- Provide proposal evaluation support as requested by the government.
- Provide architectural support.
- Identify industry and CUSTOMER standards and create IPF unique standards for open architecture, service centric architecture, service-oriented architecture, and cloud architecture for inclusion in IPF RFPs, existing contracts, and government development efforts.
- Brief assigned activities as required.
- Work cross project with other IPF projects to facilitate transition from concept to development to sustainment to decommissioning.
- Work across CUSTOMER and IC partners to include but not limited to DoD, FAA, and foreign partners, to provide engineering support to advance the Foundation GEOINT mission.
