Position Description:
As a senior subject matter expert in program scheduling, this individual serves as the program’s authority on all matters related to time-phasing and schedule performance. This role is responsible for architecting, maintaining, and analyzing the complex, resource-loaded Integrated Master Schedule (IMS). This individual provides the critical, data-driven insights into schedule health, risks, and performance required by government leadership to make informed decisions and ensure program milestones are met.
Duties may include:
- Architecting, developing, baselining, and maintaining a comprehensive, resource-loaded IMS for one or more complex acquisition programs, ensuring horizontal and vertical integration of all activities
- Performing in-depth schedule analysis, including critical path and critical path driver analysis, to identify and mitigate potential schedule risks, conflicts, and delays
- Conducting schedule health assessments using industry best practices (e.g., the DCMA 14-point assessment) to ensure the schedule is a valid and reliable management tool
- Generating detailed schedule reports, metrics (e.g., Schedule Performance Index – SPI), and what-if scenarios to inform government leadership and support trade-off decisions
- Integrating and managing subcontractor schedules within the master program IMS, ensuring alignment and traceability
- Providing expert guidance and training on scheduling best practices, tools, and techniques to the government program team
Required Skills:
- A minimum of 8 years of demonstrated experience in creating and managing complex, resource-loaded schedules for DoW or IC programs
- Bachelor’s degree in a relevant field
- Expert-level proficiency with Microsoft Project or a similar enterprise scheduling tool (e.g., Primavera P6)
- Demonstrated knowledge of scheduling best practices, Work Breakdown Structures (WBS), and critical path methodology
Desired Skills:
- Project Management Institute-Scheduling Professional (PMI-SP)® certification
- Experience directly integrating schedule data with Earned Value Management (EVM) systems and risk management tools
- Experience developing schedule briefing packages for senior executive-level reviews
- Leading the development of strategic resource integration plans, capturing and validating resource requirements needed to achieve long-term program objectives
- Conducting detailed analyses of multiple internal and external projects to identify interdependencies, risks, and conflicts, providing actionable recommendations to government program managers
- Facilitating preparations for senior management reviews, including developing briefing materials, coaching presenters, and tracking pre-brief action items
