Position Description:
As a senior subject matter expert in the software acquisition lifecycle, this individual serves as a key authority within the Customer PEBS/SAM office. This role is responsible for orchestrating and managing the total lifecycle of software assets across the agency, from procurement to retirement. This individual provides critical analysis, strategic recommendations, and hands-on support to ensure a cohesive, compliant, and efficient agency-wide approach to software acquisition and management, enabling government leadership to make informed investment and strategy decisions.
Duties may include:
- Leading and managing the end-to-end software procurement process, including assisting customers with requirements definition, conducting market research, and developing comprehensive pre-award and post-award documentation.
- Developing and analyzing various software license acquisition strategies, assessing IC or DoD contract vehicles, and providing recommendations on the most efficient and effective procurement approaches.
- Overseeing the software asset management (SAM) lifecycle by utilizing agency tools to monitor, report on, and manage software licenses, maintain comprehensive documentation, and track assets from acquisition to discontinuance.
- Preparing and managing acquisition documentation, briefings, and funding documents in accordance with FAR, DFAR, and NARI guidelines, ensuring full compliance with all regulations.
- Serving as a primary liaison between customers and government personnel, coordinating with technical, contractual, legal, and funding stakeholders to resolve issues and ensure successful procurement actions.
- Supporting the PEBS/SAM billing process through direct customer engagement, communication of billing policies, and effective resolution of issues.
Required Skills:
- A minimum of 8 years of demonstrated experience in managing the software acquisition lifecycle for DoW or IC programs.
- A Bachelor’s degree in a relevant field (e.g., Business, Acquisition, IT Management).
- Knowledge of federal acquisition regulations, including the FAR, DFAR, and agency-specific implementations like the NARI.
- Demonstrated experience with software asset management (SAM) principles, processes, and tools.
- Proficiency in using government financial management and acquisition systems to process purchase actions and funding documents.
Desired Skills:
- Direct experience supporting the Customer PEBS/SAM office.
- Experience providing analysis and recommendations on complex software licensing models and acquisition strategies.
- Familiarity with Customer’s specific requirement management, contracting, and business software tools.
- Experience developing and presenting acquisition strategies and status briefings to senior executive-level leadership.
