Position Description:
As a principal expert, this manager provides overarching strategic acquisition and program management support for a complex portfolio of programs. The role involves leading long-term acquisition planning, interfacing with senior agency executives, managing cross-functional dependencies, and ensuring that all procurement actions align with the agency’s strategic, financial, and architectural objectives.
Duties may include:
- Providing expert acquisition and program management counsel to senior government leadership on strategic planning, contract execution, and business development activities.
- Supporting the coordination and final review of complete procurement packages for Major System Acquisitions, including SOWs, Market Research, and IGCEs.
- Coordinating high-level activities between Acquisition, Contracts, Software Asset Management, Engineering, and Finance to enable the rapid and compliant acquisition of enterprise solutions.
- Supporting agency-level governance groups in the formulation of sound, long-range acquisition strategies and spending plans.
- Proactively identifying existing and potential contractual issues at a portfolio level, analyzing their systemic impact, and recommending courses of action to senior government leadership.
- Planning the overall contractor support strategy for IV&V and system security, ensuring the government receives a comprehensive and threat-informed assessment of the technical solution.
Required Skills:
- A minimum of 12 years of demonstrated experience in Program Management, including cost, schedule, performance, and risk management for complex programs.
- A Bachelor’s degree in a relevant field.
- Expert-level experience in the full lifecycle of DoW or IC acquisitions, including the development and management of Major System Acquisitions.
Desired Skills:
- Master’s degree in a relevant field.
- Project Management Professional (PMP)® and/or DAWIA Level III certification in Program Management.
- Demonstrated experience working directly with senior executives (SES/Flag Officer) on time-sensitive, complex acquisition matters.
- Demonstrated knowledge of the relationship between IC agencies.
