Position Description:
As a principal expert, this manager provides overarching strategic acquisition and program management support for a complex portfolio of programs. The role involves leading long-term acquisition planning, interfacing with senior agency executives, managing cross-functional dependencies, and ensuring that all procurement actions align with the agency’s strategic, financial, and architectural objectives.
Duties may include:
- Support TASPO government personnel in the management of cost, schedule, and performance, of OUSD(I&S) DCGS/PED activities.
- Support government personnel by attending, hosting, and/or facilitating meetings to assess status and issues related to the cost, schedule, and performance of the DOD or NGA-sponsored experimentations, exercises and demonstrations.
- Support government personnel by managing cost, schedule, performance of Limited Objective Events (LOE’s), and DOD or Customer-sponsored experimentations, exercises, and demonstrations
- Review deliverables (specifically, but not limited to ES Reports), track action items, and provide recommendations to ensure alignment with government direction.
- Integrate programmatic, technical, policy, and other feedback from internal and external organizations to provide analysis, expertise, options, recommendations, ideas and recommendations to government personnel.
- Exercise a solid working knowledge and capability of Microsoft Office tools, specifically PowerPoint, Word, and Project.
- Manage Customer internal engagement in support of OUSD(I&S) DCGS/PED activities
- Manage engagement in support of OUSD(I&S) DCGS/PED activities.
Required Skills:
- Demonstrated similar to or like the duties as outlined above
- Demonstrated management of cloud-based IT infrastructure, specifically Amazon Web Services (AWS),
- Demonstrated specialized experience working with tactical sensors and tactical data integration with DoD, Customer or US/Coalition Mission Partners,
- Demonstrated specialized experience in applying system engineering processes, particularly requirements analysis, interface definition, and detailed implementation planning of large complex systems,
- Demonstrated specialized experience with Customer or DoD organization acquisition processes and procedures, and
- Demonstrated specialized Tactical Collector ISR, with new/emerging collectors, DoD/Coalition ISR military experience, and DCGS experience.
Desired Skills:
- Demonstrated understanding related to the execution of Customer’s role in strategic and tactical efforts to integrate tactical ISR into the NSG architecture including Coalition partners.
- Demonstrated functional knowledge about Customer libraries, data storage, and development and implementation of initiatives.
- Demonstrated specialized experience with program integration, integrated library data architecture, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities.
- Demonstrated total experience with tactical system/project/program management expertise with specialized experience in rapid execution of tactical data projects with a focus on interoperability, testing/demonstrations, tactical data ingest, processing, exploitation/analysis, storage, retrieval, dissemination and associated infrastructures.
- Ability to work independently and as a team member under tight deadlines with changing priorities.
- Ability to work proactively given goal-oriented guidance and adapt to changing requirements and management directives while working across divisions, offices, directorates, and interagency lines.
- Ability to multi-task and prioritize competing priorities.
- Demonstrate the ability to think strategically and can deconstruct complex problem into specific components and develop a structured approach within the context of the receiver of the information.
